James William Cerulli, Jr., a resident of Severn, MD, passed away on Wednesday, July 23, 2025, at the age of 83. Born in Plainfield, NJ, Jim was the son of the late James William Cerulli, Sr. and Jean J. (née Ginder) Cerulli. His life was marked by dedication to both family and community, leaving a lasting impact on those around him.

Jim's early years in New Jersey were rich with experiences that laid the groundwork for a purposeful life. As a child, he excelled academically and was deeply involved in his community, participating in choir, playing the trumpet, and serving as an altar boy. His commitment to scouting saw him rise through the ranks to become an Eagle Scout and Sea Scout, showcasing his leadership and dedication.

His academic journey took him to the New Jersey Institute of Technology in Newark, where he pursued a degree in electrical engineering. During his college years, Jim was actively involved in R.O.T.C., becoming the editor of the yearbook and the R.O.T.C. Band Commander, while also nurturing his love for music with his 12-string Martin Guitar. His summers were spent working in restaurants, where he discovered a passion for cooking, leading him to take restaurant management courses at Rutgers.

Upon graduation, Jim joined the Air Force, where he served with dedication. It was during this time that he married Diana, and together they lived in San Antonio, TX, and Great Falls, MT. In Montana, Jim played a critical role in the Strategic Air Command, manning the Minuteman Missile Silos. Following four years of service, he transitioned to a significant position with the N.S.A. in Ft. Meade, MD, where he continued to make impactful contributions.

Jim's journey with the N.S.A. is truly a testament to dedication and excellence. Starting his career as a government employee in October 1964, Jim dedicated over sixty years to his country's service. Even after his official retirement in 2001, he continued to contribute as a contractor to the present day. During his 36-year tenure at the N.S.A., Jim's talent and leadership were evident, leading to his appointment to the Senior Executive Service, a significant achievement reflecting his expertise and dedication.

From 1985 to 1997, Jim played a crucial role in overseeing a high-profile, quick-reaction unit within the Department of Defense. He managed 600 operations worldwide at the height of global military operations, leaving an indelible impact on national defense efforts. His colleagues remember him not just for his technical expertise but also for his integrity, humility, and unwavering sense of duty. Jim's legacy is profound, living on through both his professional accomplishments and the countless individuals he mentored, supported, and inspired throughout his distinguished career.

Outside of his professional life, Jim found joy in a variety of activities that enriched his personal world. He loved diving into books, exploring new places through travel, and expressing his creativity in the kitchen. His green thumb was evident in his passion for gardening, and he enjoyed tackling home improvement projects. Above all, family time was most precious to him, especially moments spent with his two grandchildren, who brought immense joy to his life. Growing up near the water, Jim's heart was always drawn to the sea; his happiest moments were at the family's beach house on the Jersey Shore, surrounded by the tranquility of the ocean.

Jim leaves behind a loving and extensive family, including his devoted wife, Diana Cerulli, and two children: James William Cerulli, III (married to Linda), and Laura Cerulli (married to Ashland). His legacy lives on through his two cherished grandchildren, Julianna Cerulli and James William Cerulli, IV. Additionally, Jim is fondly remembered by his seven nieces-Kitty Collins (married to Pete), Veronica Platt (married to Gregory), Doreen Gulledge (married to Chip), Denise Ryan (married to Jim), Bernadette Vanaria (married to Michael), Patrice Buckley, and Nora Lyons-as well as his two nephews, Theodore Cerulli (married to Patsy) and Gerald Cerulli (married to Jennifer). His family circle also includes two sisters-in-law, Beverly Buckley and Lisa McDonough, along with a large extended family. Sadly, Jim was preceded in death by his brother, Frank Cerulli, sister-in-law, Jean Cerulli, and brothers-in-law, Gregory Lyons and Patrick Buckley. His presence and warmth will be profoundly missed by all who knew him.

A Celebration of Life will be held from 11:30 am to 1:00 pm at the Donaldson Funeral Home & Crematory, P.A. in Odenton, MD on Friday, August 8, 2025. Interment will be private.

A Celebration of Life Luncheon will be held from 1:30pm - 5pm at The Blackwall Barn & Lodge in Gambrills, MD. RSVP requested to attend the luncheon. Please RSVP via the link below by no later than Friday, August 1st.
