He was born in Stockton, California, on June 11, 1934, to Buelah and Stanley Cowell. He graduated from the University of the Pacific and worked as a general contractor on the Sacramento Rapid Transit and Metro Transit systems.
He is survived by his loving wife, Lynne Cowell, and their two children: a son, Michael Cowell (wife, Mary), and a daughter, Dana Galt (husband, David). He was a devoted grandfather to Christopher Galt (wife, Sandy), Nicholas Galt (wife, Melanie), and two granddaughters, Hailey and Harper Cowell.
